International Cooperation

The long trajectory of international cooperation undertaken by the Superior Electoral Court (TSE) has established Brazil as a relevant actor in the exchange of electoral experiences and in the strengthening of international electoral observation. In this context, particular prominence is given to the solid partnership built with the Organization of American States (OAS), which intensified especially from 2018 onward. Since then, the TSE has regularly contributed to the Organization's Electoral Observation Missions in various countries across the Americas, while also receiving, during each Brazilian electoral process, OAS Electoral Observation Missions tasked with monitoring different aspects of the organization and conduct of elections. This cooperation has enabled the ongoing exchange of good practices on topics such as electoral technology, combating disinformation, inclusion, accessibility, electoral integrity, and the transparency of voting and vote-counting processes.  

Equally significant is the TSE's engagement within the Inter-American Union of Electoral Bodies (UNIORE) and the Network of Electoral Administration Bodies of the Community of Portuguese-Speaking Countries (ROJAE-CPLP). Through these cooperation mechanisms, the Brazilian Electoral Justice regularly participates in electoral observation and monitoring missions in different countries, while also welcoming technical delegations and international missions on national territory. These initiatives contribute to the institutional strengthening of the participating electoral bodies, promote the sharing of practical electoral administration experiences, and foster the development of joint solutions to contemporary challenges related to the management of elections.  

Finally, particular mention should be made of the longstanding cooperation relationship between the TSE and the International Institute for Democracy and Electoral Assistance (International IDEA), an intergovernmental organization of which Brazil has been a member state since 2016. Over recent years, the Institute has become an important partner of the Court in initiatives aimed at promoting democracy, strengthening the institutional capacity of electoral bodies, and producing specialized knowledge on electoral integrity. Brazil's participation in IDEA's governance bodies, as well as its continued support for the Institute's activities, has contributed to broadening the international profile of the Brazilian Electoral Justice and to strengthening its presence in global debates on democracy, political participation, technological innovation, and electoral resilience.  

Taken together, these partnerships reflect the TSE's enduring commitment to international cooperation, the strengthening of democratic institutions, and the promotion of free, transparent, and trustworthy elections, both in Brazil and in other regions of the world.
