Election Observation Missions (EOM)
The quest for democratic strengthening and the fairness of elections has led the Brazilian Electoral Justice to consolidate mechanisms that expand transparency and the participation of civil society and international organizations. In this context, the regulation of Election Observation Missions (EOM) emerges as an indispensable institutional milestone to audit and endorse the integrity of voting machines. Normatively regulated by TSE Resolution No. 23,678/2021, this practice establishes clear parameters for the external monitoring of all phases of the election, defining the guidelines and procedures to be followed by representatives of institutions interested in participating as observers of Brazilian elections.
The Missions aim at contributing to the improvement of the electoral process, expand transparency and integrity, as well as strengthen public trust in elections. Among the objectives are: observing compliance with national electoral regulations; collaborating on social control across the different stages of the electoral process; and verifying the impartiality and effectiveness of the organization, direction, supervision, administration, and execution of the electoral process.
