Election Observation Missions (EOM)

Pursuant to TSE Resolution No. 23,678/2021, participation in International Election Observation Missions is subject to the conclusion of a Procedures Agreement with the Superior Electoral Court of Brazil (TSE).

The execution of such an agreement falls within the exclusive competence of the TSE and forms part of the institutional planning of international observation missions. It is preceded by an assessment of the appropriateness and timeliness of the proposed observation, as well as an evaluation of the interested organization.

Accordingly, participation is not granted automatically. It may be extended to regional and international organizations, transnational non-governmental organizations, foreign governments, foreign academic institutions acting through their diplomatic missions, and individuals of internationally recognized experience and standing, particularly where Brazil maintains membership or significant institutional cooperation with the relevant organization or institution.

For the 2026 General Elections, the accredited organizations were selected so as to ensure broad geographic representation, including institutions from the European Union, Latin America, Asia, Africa, North America, and Oceania.

As of this date, the following international organizations will deploy Election Observation Missions (EOMs) for Brazil’s 2026 General Elections:

  • Organization of American States (OAS)
  • Network of Electoral Jurisdiction and Administration Bodies of the Community of Portuguese Language Countries (ROJAE-CPLP)
  • European Union (EU)
  • Inter-American Union of Electoral Organizations (UNIORE)
